  South Korea is planning to extend the period of tracking-devices-wearing from 10 years to 30 for those serious violence offenders, the Yonhap News Agency reported Sunday。

  Since September 2008, the South Korean government has made criminals, who have committed violence like sexual crimes and child abductions, wear electrical trackers (e-shacklers) when they are released upon completion of imprisonment, under suspension or on parole, so as to prevent recidivism。

  According to the Korea National Statistical Office, by the end of 2009, only one among the 535 criminals tracked through e-shacklers had committed crimes again。

  The result indicated a recidivism rate of 0.19 percent – a significant achievement in recidivism control。

  The government said that the e-shackler’s target group would “be extended from the current sex offense and child abduction to other serious crimes, such as murder, robbery and arson。”

  据韩联社14日报道,韩国政府正努力推进把恶性暴力犯佩戴电子跟踪器的时间从10年延长至30年。为防止一些恶性暴力犯狱外实施再犯罪,2008年9月起,韩国给刑满出狱、缓刑、获假释的性暴力犯、儿童诱拐犯等暴力犯佩戴电子跟踪器(又称电子脚铐)。

  韩国统计厅表示,从该措施实施起至2009年末,共有535人被佩戴电子跟踪器。其中仅1人有再犯罪行为,再犯罪率仅为0.19%,控制再犯罪效果显著。韩国政府表示,今后跟踪监视的对象还会进一步增加,“今后有望把电子监控对象从当前的性暴力犯、儿童诱拐犯扩大到杀人、抢劫、放火等恶性罪犯”。
