近些年来，State-level government agencies and their affiliated public institutions(中央机关及其直属机构)的每一次公开招录都能引来数万人报名竞争，背后的原因除了weak economic outlook(经济前景不佳)，工作不好找之外;主要还是因为公务员被视作“旱涝保收”的iron rice bowl(铁饭碗)，stable income(收入稳定)、能享受相对好的social welfare(社会福利)，退休后的待遇也明显好于企业职工。
