New Chinese president Xi Jinping is set to begin his first state visits later this week, with stops planned in Russia, Tanzania, South Africa and the Republic of Congo.

　　The trip to Congo marks the first-ever visit by a Chinese President to the African nation.

　　China and the Republic of Congo signed a strategic cooperation accord back in 2006 when the Chinese Premier at the time, Wen Jiabao visited the African country.

　　Next year, the two countries will celebrate the 50th anniversary of the diplomatic ties between one another.

　　The Chinese government has issued a statement, saying it maintains a "responsible and prudent" attitude toward weapons exports.

　　The statement comes on the heels of a report by a Sweden-based think tank which ranks China as the world's 5th-largest arms exporter, its highest position since the Cold War.

　　Chinese Foreign Ministry spokesperson Hong Lei says the Chinese government looks at a number of factors when deciding whether to export arms to another country.

　　"First, that it is conducive to the recipient country's justifiable self-defense needs. Second, it does not damage the relevant regional and global peace, security and stability. Third, it does not interfere in other countries' internal affairs."

　　The Stockholm International Peace Research Institute's report says China's volume of weapons exports has increased over 160-percent between the year 2008 and last year.
