  Cyprus announced plans yesterday to overhaul its banking industry and force losses on big depositors as the European Central Bank threatened to withdraw crucial funding if the island’s government failed to agree on a bailout.

  塞浦路斯昨日宣布了整顿银行业和强制大储户承担损失的计划。欧洲央行(ECB)威胁称,如果塞浦路斯政府不能就一项纾困计划达成一致,将切断关键融资支持。

  Panicos Demetriades, Central Bank of Cyprus governor, said parliament would be asked to wind up Laiki, the island’s second lender, and split it into a “good” and “bad” bank, with larger deposits folded into the latter. “The banking system needs restructuring otherwise it will go bankrupt and it needs to be done immediately,” Mr Demetriades said.

  Deposits up to ?00,000 would be guaranteed and bank jobs safeguarded, he added.

  Long queues formed at cash machines across Nicosia, the capital, as Laiki imposed a ?60 limit on cash withdrawals. Earlier yesterday, the ECB told Cyprus that emergency liquidity assistance (ELA) to the island’s two biggest banks would be cut off if the government did not agree a plan to raise billions of euros for its bailout by Monday.

  More than two-thirds of the ECB’s 23-strong governing council backed the hardline stance, which would cut off ?bn in ELA from the Central Bank of Cyprus that has been used to fund the island’s two biggest banks, Bank of Cyprus and Laiki. Their failure could trigger an economic collapse and force the nation out of the euro area, eurozone officials said.

  The new bank resolution bill ? as well as legislation that would allow capital controls to be imposed when banks reopen ? were written in consultation with the “troika” of bailout negotiators.

  The plan was still awaiting a verdict from EU capitals last night, however. It was also unclear if the island’s legislators, who on Tuesday rejected an EU solution that penalised depositors, would back the bill.

  The crisis has taken on a geopolitical dimension due to the large numbers of Russian individuals and companies banking in Cyprus. Dmitry Medvedev, Russian prime minister, told a visiting European Commission delegation that a solution had to include Russian participation.
