IMF chief urges policy action to boost full-speed recovery
WASHINGTON, April 18 (Xinhua) -- The International Monetary Fund (IMF) chief on Thursday called on different countries to take "customized" measures to tackle their economic challenges and bolster a full-speed global economic recovery.
Finance ministers and central bankers around the world are gathering in Washington at a "critical moment" to assess the global economic developments and risks, IMF Managing Director Christine Lagarde said at a press conference prior to the Spring Meetings of the IMF and World Bank scheduled to kick off on Friday.
Global economy does not look "quite as dangerous as it did," but the world is experiencing a three-speed recovery with emerging markets leading the economic growth, she told reporters.
The pickup in financial markets "is clearly not translating into a sustained pickup in growth and jobs," she cautioned.
"What we need is a full-speed global economy," stressed Lagarde, adding that the three-speed recovery is not the healthiest recovery.
Policymakers in different countries should endeavor to support a solid, balanced and inclusive recovery, which requires tailored policy action in emerging markets, the United States, Japan, eurozone and among others.
While addressing new risks, policymakers should also cope with old risks and complete their tasks including the financial sector reform, managing shadow banking, global economy rebalancing and boosting job creation.
拉加德期待世界经济“全速复苏”
新华网华盛顿4月18日电(记者蒋旭峰 高攀)国际货币基金组织(IMF)总裁拉加德18日表示，当前是全球经济的“关键时刻”，希望各国政策制定者能采取相应的举措解决各自的经济挑战，以推动全球经济“全速复苏”。
拉加德当天在世界银行和国际货币基金组织春季会议召开前举行的新闻发布会上说，世界经济暂时驶离了危险区，但是呈现“三速复苏”的特征，新兴市场和发展中国家经济保持高速增长，美国等发达国家的金融体系和经济正在修复，欧元区和日本等发达国家则面临银行业风险和高政府债务等难题，“三速复苏”并非最健康的局面。
拉加德表示，尽管发达国家资本市场的状况已有改善，但尚未转化为实体经济和就业市场的显著改善，各国政策制定者需要采取有针对性的经济举措，应对各自经济的新风险。
拉加德说，各国政策制定者同时还需应对世界经济的老风险，完成金融监管改革、全球经济再平衡、促进就业等重要任务，以促进全球经济坚实、平衡、包容性增长。
拉加德强调，很多国家采取的量化宽松等非传统货币政策对修复经济发挥了作用，但也把全球经济带入“未知海域”，货币政策不应是提振经济的唯一政策工具，各国政策制定者应关注非传统货币政策的潜在风险。 世界银行和国际货币基金组织2013年春季会议将于19日至21日在华盛顿举行。
