UN chief calls for comprehensive solution to international migration issues

　　UNITED NATIONS, April 22 (Xinhua) -- UN Secretary-General Ban Ki-moon on Monday called for a comprehensive solution to the demographic and population challenges posed by the issue of international migration.

　　Addressing the UN Commission on Population and Development, Ban said, "It is not a question of whether to halt the movement of people across borders. The question is how we plan for such movements and make the most of them."

　　"International migration is a complex issue that demands a comprehensive solution," he added.

　　The secretary-general outlined five key goals that should be considered in this solution, including establishing a legal pathway to migration, aligning migration policies with market labor demands, promoting integration, address migrants with no status and facilitate return migration so people can visit their homes.

　　Ban said that he hopes the commission will pave a pathway to success at the UN General Assembly's second high-level dialogue on International Migration and Development to be held in October.

　　"There is also an overarching need to address discrimination and abuse that migrants face, including human trafficking, sexual exploitation and scapegoating," said Ban.

　　The secretary-general said the growing population in the developing world also calls for greater attention to addressing demographic shifts in reproductive health and rights issues.

　　"This includes empowering women, providing all people with access to reproductive health care, and educating the next generation," said Ban.

　　The impact of migration, he said, is "more globalization, a more inter-linked human family, and a greater imperative for us to act with solidarity."

　　"Let us work together to find common ground so that we may advance our common goals," said Ban.

　　潘基文呼吁全面应对国际移民挑战

　　潘基文在当天召开的联合国人口与发展委员会第46次会议上表示，移民在当今全球化的世界中是一个不争的事实。无论是国内人口流动还是国际移民，都可以促进人与人之间更加紧密的联系，推动全球化进程。

　　潘基文表示，如今，已经不是是否要限制人们跨越国界的问题了，因为这是不可能的。当前的问题是，如何为这种人口流动制定计划和政策，以便将其益处最大化。移民目的地国可以因此提高生产力、实现经济增长，而移民来源国能够减轻就业不足等压力。

　　潘基文说：“国际移民是一个复杂的问题，需要综合解决方案。多年的讨论帮助我们确定了五个主要目标：首先，建立安全、合法的移民渠道;其次，使移民政策与劳动力市场的需求相一致;第三，处理没有合法身份的移民面临的问题;第四，促进移民融入当地社会;第五，为移民返乡和回流创造便利，这样人们就可以在适当的时候回到家乡。此外，还迫切需要处理歧视和虐待移民的问题，包括人口贩运、性剥削和把他们当作‘替罪羊’。”

　　联合国发布的数据显示，国际移民人数已经由1990年的1.55亿人提高到2010年的2.14亿人，而国内移民的人数还要更高。北美和欧洲国家仍是主要的目的地国，墨西哥、印度、俄罗斯、中国和孟加拉国则是五个最大的移民来源国。

　　本次会议的主题为“移民新趋势：人口方面”，会议将深入讨论一些与移民和发展问题密切相关的政策挑战，包括如何降低移民成本、确保移民获得平等待遇、实现养老金和其他社会福利的跨国转移以及国与国之间互相认可学历和资格证书等。
