14日，河南要求各地立即整改，取消各种形式的非正常上访人员教育训诫场所，并下派督查组和暗访组进行拉网过筛式督查和暗访。

Authorities in central China are looking into charges that residents looking to petition the government have been held and mistreated in local "discipline centers."
河南省当局正在调查将上访者拘禁在当地的“训诫中心”进行虐待的控诉。
这种discipline center(训诫中心)是针对Beijing-bound petitioners not going through the proper channels(非正常赴京上访者)设立的，目的是阻止他们上访。河南省已派出9支supervision groups(督察组)和两支undercover investigation teams(暗访组)进行调查。
这种训诫中心是被一个市民在微博上揭露出来的，不少网友质疑其为another form of reform through labor(“新型劳教所”)。
