The new regulation, to be enacted on June 1, states that government personnel traveling on official business must choose low-price tickets whenever possible. Full-price tickets are "in principle" banned, which means that if there are no special circumstances, full-price tickets will not be reimbursed.
7月1日将生效的新规定指出，政府人员公务出行应尽可能选择低价机票。“原则上”不得购买全价机票，这就是说，如果不是特殊情况，全价机票将不能报销。
“全价机票”就是full-price air ticket，是和discount air ticket(打折机票)相对而言的。公告还指出，政府人员公务出行应遵循节俭的原则，优先选择domestic airlines(国内航空公司)。如果国内航空公司没有direct flights(直飞航班)，必须先搭乘国内航空公司的航班飞到离境外目的地最近的地方，再转乘foreign airline(外国航空公司)的航班。
这一新规定短期内对国内航空公司是一个打击，因为会压缩他们的profit margins(利润空间)。分析师称，难以想象某些高官能忍受公务出差要多次换乘。
