注：第一句将动词处理为“加强了以……为目的的制度性工作”。同样是“实行”，译文里用了extend和introduce。

注：这段中的几个动词都是比较基础的，与后面的名词搭配也较为常见，不妨熟记，做到信手拈来脱口而出。

注：这段中文并列列举了很多将要采取的措施，在译成英文时，可以加个起头句来概括一下。这样整段意思明确，也可以简化后面各分句的时态变化。
