“一国两制”行稳致远带来三方合作机遇。十九大报告把“一国两制”列入新时代坚持和发展中国特色社会主义的基本方略，对中国香港融入国家发展大局、全面深化内地与中国香港合作做出战略规划，与今年7月习近平主席视察中国香港系列重要讲话精神一脉相承，坚定了中国香港同胞与国家同发展、共命运的决心和信心。内地与中国香港携手共建“一带一路”、粤港澳大湾区，能够将两地优势有机结合，为“一带一路”沿线国家提供更全面的产业链、更优质的服务、更有竞争力的方案，为国际投资者开辟更广阔的天地。近期，我在同近30家外国在港商会负责人交流时，他们对“内地+中国香港+‘一带一路’沿线和相关国家”三方合作兴趣浓厚，摩拳擦掌，期待大显身手。

20世纪80年代初，为实现国家和平统一，国家领导人邓小平创造性地提出了“一国两制”的科学构想，并首先用于解决中国香港问题。按照邓小平的论述，“一国两制”是指在一个中国的前提下，国家的主体坚持社会主义制度，中国香港、中国澳门、中国台湾保持原有的资本主义制度长期不变。

中国香港特别行政区成立以来，在中央政府和祖国内地的大力支持下，特别行政区政府团结带领中国香港各界人士，攻坚克难，砥砺奋进，充分发挥“一国两制”的制度优势，保持中国香港社会经济政治大局稳定，推动各项事业向前发展，不断取得新成就、新进步。

1997年至2013年，中国香港本地生产总值年均实质增长3.4%，人均本地生产总值按美元累计增长39.3%。根据国际货币基金组织2013年数据，按购买力平价(PPP)计算，中国香港本地生产总值位居全球第35位，人均本地生产总值位居全球第7位。

2013年底，中国香港人民币客户存款及存证余额达1.05万亿元人民币，同比增长46%;人民币贷款余额1156亿元人民币，未偿还的人民币债券余额3100亿元人民币。

Finally, our firm and long-term commitment to “one country, two systems” will bring opportunities for tripartite cooperation among the mainland, Hong Kong, and the Belt and Road countries. The Report to the Party Congress incorporated the “one country, two systems” into the basic policy on upholding socialism in China in the new era. It also made strategic plans on Hong Kong’s integration into the national development and on the all-round cooperation between Hong Kong and the mainland. These messages are in line with the speeches made by President Xi during his visit to Hong Kong last July.

The mainland and Hong Kong may join hands to develop the Belt and Road and the Guangdong-Hong Kong-Macao Greater Bay Area. By bringing together their respective strength, the two sides will be able to provide full-fledged industrial chain, better services and more competitive solutions to countries along the Belt and Road. Recently, I exchanged views with heads of 30 foreign business chambers in Hong Kong. They expressed great interest in participating in the tripartite cooperation among the mainland, Hong Kong and the Belt and Road countries.

In the early 1980s, China’s state leader Deng Xiaoping put forward the scientific concept known as “one country, two systems” in an effort to realize the peaceful reunification of China, and this ingenious design was first applied to solve the question of Hong Kong. According to Deng Xiaoping, “one country, two systems” means there is only but one China and under this premise the mainland adheres to the socialist system while Hong Kong, Macau and Taiwan may retain their capitalist systems over a long time to come.

Since the establishment of the Hong Kong Special Administrative Region (HKSAR), the government of the Special Administrative Region has, with energetic support from the central government and the mainland, rallied people of all walks of life in Hong Kong, worked hard and overcome difficulties, made full use of the advantage of the policy of “one country, two systems,” maintained overall social, economic and political stability, promoted the development of all undertakings and made new achievements one after another.

From 1997 to 2013, Hong Kong’s Gross Regional Product (GRP) grew by 3.4 percent annually in real terms, and its per-capita GRP increased by a total of 39.3 percent calculated in US dollar. According to the 2013 statistics of the International Monetary Fund (IMF), Hong Kong’s GRP and per-capita GRP, respectively, ranked the 35th and 7th in the world, as calculated by purchasing power parity.

By the end of 2013, RMB deposits and depository receipts in Hong Kong amounted to RMB1.05 trillion, an increase of 46 percent over 2012. RMB loans totaled RMB115.6 billion, and outstanding RMB bonds totaled RMB310 billion.
